Answers by experts May 2025 trade occupations and engineering trades

1. Can RPL qualifications be used for skills assessment?

Yes, if your RPL qualification was issued by a Registered Training Organisation (RTO) within their scope of registration and complies with the relevant training package rules, we will assess it as we would any other formal qualification. For non-licensed trades, you’ll also need to show at least three years of work experience, including 12 months in the last three years.

2. Can a TSS skills assessment be used for a PR visa?

While the assessment process is the same for both TSS and OSAP, the outcome letter now specifies which program the assessment was completed under. Because of this change, we recommend checking with the Department of Home Affairs to ensure the TSS result letter is accepted for your PR application.

3. What financial evidence is accepted if the applicant is paid in cash?

If someone is paid in cash, they can submit a salary certificate (ideally issued by HR or payroll), pay slips, and an employment contract with salary details. Without these, unfortunately, the employment may not be considered for assessment.

4. How do I know if an overseas qualification is equivalent to AQF Certificate III or IV?

As a general rule, the qualification should involve at least one year of full-time study. If you’re unsure, we encourage you to contact us with the details of the qualification.

5. What are the observation report requirements for non-licensed trades?

If you're applying under Pathway 1 for a non-licensed trade, such as many of the engineering occupations, an observation report is needed. It must be completed by someone who has worked closely with you. This could be a direct supervisor, colleague, or even a client who can verify your hands-on skills and experience.

6. What if I can't provide an official employment reference?

In such cases, you can submit other documents such as a work contract, a position description, an employee ID card, or a letter from a colleague or supervisor. If the letter isn’t on official company letterhead, the person writing it will need to provide proof of their own employment at that business such as a payslip or contract.

7. What documents are required for self-employed applicants?

We have an evidence guide available on our website. In general, you’ll need business registration documents, financial records (like tax returns or profit/loss statements), bank statements, client references, and examples of work (e.g., invoices). The goal is to show both the work you've done and the income you’ve earned.

8. When will OSCA be adopted in place of ANZSCO?

We’re keeping a close eye on this too! OSCA isn’t yet referenced in all migration legislation, so we must continue using ANZSCO. Once the legislative instruments are updated, we’ll adopt OSCA accordingly — it’s something we look forward to.

9. Who can complete an observation report for a self-employed business owner?

If you're a business owner, a regular client or someone you've worked closely with who can accurately describe your skills can complete the observation report. They should know your work well enough to vouch for your hands-on abilities.

10. What if I apply under the wrong occupation?

We assess based on the occupation you choose. If your experience clearly matches a different occupation, we may advise you of that, but we can’t change your nominated occupation. If we suggest a better fit, you will need to let us know if you wish to change to that occupation.
