What is the Australian Technical Competencies Statement (ATCS)?

An Australian Technical Competencies Statement (ATCS) proves you have been assessed as partially competent against the units in the Australian qualification UEE30820 Certificate III in Electrotechnology Electrician. 

The ATCS entitles you to a Supervised Worker’s licence in Victoria once you have met the non‐skill licence requirements. This will allow you to work under the supervision of a qualified tradesperson.

You will then need to take Minimum Australian Context Gap training and a period of supervised employment to become eligible for award of the full qualification.

Am I eligible?

To be eligible to apply, you must meet the following requirements and have official evidence to show that:

  • You are an Australian citizen or permanent resident
  • You have completed formal training as an electrician overseas and have at least 4 years full-time (or equivalent part-time) employment experience as an electrician, 12 months of which were completed within the 3 past 3 years, OR
  • You have completed at least 6 years full-time (or equivalent part-time) employment experience as an electrician, 12 months of which were completed within the past 3 years.

Minimum Australian Context Gap training covers specific Australian regulations and knowledge required to work as an electrician in Australia.

Assessment Process

Documentary Evidence Assessment

An assessor will review the evidence you provide to check that your overseas qualification and/or employment experience meet the minimum requirements and that you have the necessary skills, knowledge and experience in your trade.

 

 

Technical Interview

If you are successful in Stage 1, you will need to apply and complete a Technical Interview, where an assessor will ask you a range of questions about your trade knowledge and how you apply that knowledge. Find out more about our Technical Interviews here

Practical Assessment

If you are successful in Stage 2, you will need to apply and attend a Practical Assessment, which involves completing a series of work-based tasks that demonstrate your skills.

Reassessment and Review

Request a review

If you disagree with your assessment outcome, you can request a review. If you choose this option, an assessor who did not participate in your original assessment will review the evidence you provided and confirm if the correct assessment outcome was made.

You must request a Review within 7 business days of receiving an unsuccessful assessment outcome by submitting a Request for Review form.

Reassessment

If you undertake a reassessment, you will only be reassessed on the units where you received a NYC (Not Yet Competent) outcome. Before undertaking a reassessment, we advise you to increase your skills and knowledge in these units. You can do this through formal training and/or gaining practical experience.

You must apply for reassessment within 12 months of receiving an unsuccessful outcome and provide evidence of further training and/or work experience completed.

If you wish to apply for a reassessment, submit a Request for Reassessment form.

Required Documents

All documents must be high quality colour scans of the originals. If your documents are not in English, you must submit the originals as well as the English translations made by a registered translation service. .

Required Documents - Skills Assessment for Non Migration

  • Passport page showing your name, photo and date of birth
  • One recent passport size photograph
  • Change of name evidence (if applicable)

If you have completed formal training related to your trade, you must submit the following evidence:

  • Qualification certificate or statement of completion.
  • Full academic transcript showing the start and end date of training, subjects studied and marks/grades awarded.

Please note:

  • If any required documentation is missing, it may take longer to process your application.
  • We will contact you for additional documentation, if necessary
  • Any documents supplied will not be returned.
  • Forged, altered or falsified documents will not be assessed and no refund will be provided.

Each period of employment submitted for assessment must be supported by the following two forms of evidence: 

  1. An employer statement known as a ‘Statement of Service’, written on the employer’s letterhead, that includes: 
  • Your start and finish dates for each employment period. 
  • Issue Date  - the date the statement was written 
  • Your working hours per week 
  • The nature of your employment (full-time, part-time, casual) 
  • Your job title(s) 
  • A detailed description of the tasks that you perform 
  • The name and address of the business The name, position, contact details (business phone number and email address), date and signature of the person authorised to make the employer statement. This person, known as your ‘referee’, must be your manager, supervisor, or human resources department representative.

2. Payment Evidence 

  • Please provide at least one of the following: 
    • At least two pay slips listing your name and the name of employer 
    • Official government tax records such as income statements, payment summaries, tax group certificates or tax notices of assessment (listing your name and the name of your employer) 
    • Superannuation (pension) documents citing your name and the name of your employer 
    • Bank statements clearly showing your employer’s name and income deposited (please highlight relevant deposits). 
  • Please note: 
    • For some occupations, there are additional occupation-specific requirements such as an organisational chart, project list, evidence of research, etc. These requirements are listed under the occupation requirements on the 'Check My Occupation’ and Eligibility Criteria pages. 
    • We cannot accept statutory declarations (affidavits) about your employment experience if we do not have third-party evidence such as an employer statement or financial records. 
    • We must be able to verify your employment evidence. Ensure that the contact details provided on your employer statements are up to date and correct. 

Evidence of self-employment 

  • You can still apply if you are, or have been, self-employed, by submitting different types of documents 
  • You must provide the following evidence for any self-employment claimed: 
    • Business registration documents 
    • A Statutory declaration listing your main duties during self-employment 
    • Payment evidence showing regular income from self-employment, such as client invoices together with corresponding bank statements and/or official taxation records 
    • Supplementary evidence, such as contracts with clients or suppliers, client testimonials, evidence of projects completed etc. 

The following documents can be submitted as supporting evidence of your skills, knowledge and experience, in addition to the mandatory employment documents:

  • Employment contract listing your job title, salary and other information.
  • Position description outlining duties performed.
  • Licences related to your trade.
  • Resume / CV.
  • Photos and videos of you performing work tasks.

  • If any required documentation is missing, the application may be delayed.
  • We will contact you for additional documentation, if necessary.
